The "Mail Carrier" mission giver goes in a circular path. She goes from the bank you marked, then to the hotel south of the bank, walks to the south apartment you have marked by walking between the hotel and 2* casino then to the south end of the park near the apartments, then to the north apartment that's marked, and finally back to the bank by walking on the sidewalk north of the 2* casino's to loop back (if I'm not mistaken).
